Keminsky´s Process safety focuses on preventing unplanned releases of hazardous substances that could lead to fires, explosions, or toxic exposures. This includes designing systems to withstand operational stresses, conducting regular hazard and operability studies (HAZOP), and implementing robust operating procedures. Key components also involve managing changes to processes or equipment through formal reviews and ensuring that all personnel are trained and competent in both normal operations and emergency situations.
A well-developed emergency response plan prepares the refinery to react quickly and effectively to fires, chemical spills, explosions, or natural disasters. The plan includes detailed evacuation procedures, emergency contact lists, response roles, and communication protocols. All personnel must be trained in emergency actions, and drills should be held regularly to test readiness and identify gaps. Emergency equipment such as alarms, fire extinguishers, first aid kits, and breathing apparatus is always checked frequently to ensure functionality.
Safety training is a critical part of keminsky refinery operations that ensures all employees understand the hazards of their work environment and know how to respond appropriately in routine and emergency situations. Training always begin with a comprehensive induction for all new employees and contractors, covering site rules, PPE requirements, hazard communication, emergency procedures, and basic firefighting and first aid. Ongoing training must be job-specific and aligned with the employee’s role and exposure to risks.
Keminsky Refinery handle large volumes of flammable materials, making fire and explosion risks a top safety concern. To mitigate these risks, the facility is equipped with comprehensive fire protection systems, including gas detectors, flame sensors, firewater pumps, deluge systems, and portable extinguishers. All electrical and mechanical equipment in hazardous zones must be explosion-proof or intrinsically safe. In addition, process units must be designed to prevent vapor releases and control ignition sources. Fire risk assessments is regularly updated, and fire drills conducted to keep emergency response teams ready for action.

LBMA Good Delivery List Accreditation
The LBMA Good Delivery List is a prestigious certification for gold and silver refiners, signifying adherence to stringent standards in sourcing, refining, and assaying practices.
Kyrgyzaltyn JSC, Kyrgyzstan’s state-owned precious metals refinery, has been reinstated to the London Bullion Market Association (LBMA) Good Delivery List as of May 3, 2022. This accreditation confirms that the refinery meets international standards for responsible sourcing, including anti-money laundering, anti-terrorism financing, and human rights protections. The LBMA had previously suspended Kyrgyzaltyn in September 2021 due to sourcing concerns but reinstated it after a comprehensive audit and the submission of required documentation.
Eurasian Conformity (EAC) Certification
The EAC certification is mandatory for products traded within the Eurasian Economic Union, ensuring compliance with technical regulations.
As a member of the Eurasian Economic Union (EAEU), Kyrgyzstan requires certain products, including those from refineries, to comply with EAEU technical regulations. These regulations are certified through the Eurasian Conformity (EAC) mark, indicating that products meet safety and quality standards across member states. For instance, oil placed into circulation within the EAEU must undergo conformity assessment, including laboratory testing, to ensure compliance with these regulations.

Responsible Operations
In addition to workplace safety, the refinery places a strong emphasis on compliance with all applicable national and international regulations. This includes environmental laws, occupational health standards, and industry-specific operational guidelines. Kamensky Refinery follows structured procedures to ensure full alignment with licensing requirements, safety codes, and reporting obligations. Regular internal audits and third-party assessments are conducted to verify adherence to these standards and to identify areas for continuous improvement. The refinery also actively works toward achieving and maintaining globally recognized certifications such as ISO standards for quality, environmental management, and occupational health and safety. Environmental compliance is another cornerstone of the refinery’s responsibility strategy. Measures are in place to control emissions, manage waste responsibly, and prevent pollution, with a focus on minimizing the environmental impact of all refining processes.
